Chinese Government “High-Level Graduate Students” Scholarship Program
The full scholarship of “High-Level Graduate Students” Program is established by Chinese Government Scholarship, which supports Chinese universities to recruit outstanding international students for graduate studies in China. This scholarship program is part of CSC-Type B.

Application Way: Applicants should login into Soochow University International Student Service System and fill in the required information (financial resource choose “Chinese Government Scholarship”), upload the application documents requested.

Scholarship Program
● Applicant: Outstanding international students applying for master or doctoral degree program of Soochow University.
● Scholarship coverage: tuition, accommodation, living stipend and comprehensive medical insurance.
The standard of living stipend in China is the same as that of Chinese Government Scholarship.
●The final admission result is subject to the expert review. International students who are eligible for the Chinese Government Scholarship High-level Graduate Program (Type B) recommendation but not ultimately approved for this scholarship will automatically be eligible for the Soochow University International Student Scholarship.
● Scholarship students must attend and pass the annual review in May of the following year in order to be awarded with scholarship for the next year.
I. Application requirements
1. Non-Chinese citizens who are in good health and holding valid ordinary foreign passports.
2. Be an academically excellent holder of a bachelor’s degree or its equivalent when applying for a master’s program. Preferably under the age of 35.
3. Be an academically excellent holder of a master’s degree or its equivalent when applying for a doctoral program. Preferably under the age of 40
4. Not the current receiver of other scholarships established by various levels of Chinese Government or the university of enrollment. (Excludes any one-time awards.)

Note: Some doctoral programs and doctoral supervisors may be adjusted.
III. Application Materials
(1)Information page of valid passport (meaning the passport will be valid after March 1, 2026). Applicants who have already studied in China are required to submit a passport visa page.
(2)Notarized highest diploma. Prospective diploma applicant must submit official proof of student status or pre-graduation certificate by their current school. For languages other than English, an English translation and a notarized copy in English or Chinese are required.;
(3)Academic transcripts (from the undergraduate program onwards). Copies of academic records from first to last semester during the undergraduate, graduate (if any), and doctoral programs (if any) shall be provided. These transcripts shall be issued and sealed by the student management department. Transcripts can be provided in Chinese or English. If they are in languages other than English, an English translation and a notarized copy in Chinese or English should be provided;
(4)Language Proficiency Certificate:
- To apply for majors taught in Chinese, applicants should hold the valid certificate of HSK 5 scoring 180 or above. (Valid on and after June 15, 2025)
Note: Applicants whose mother tongue is Chinese or whose senior high school is taught in Chinese will be exempted from providing HSK scores upon verification by our school.
- To apply for majors taught in English, applicants must meet at least one of the English proficiency requirements: TOEFL score ≥80 / IELTS ≥6.0 / Native English speaker / English as the medium of instruction for master program / other valid evidence of equivalent English proficiency recognized by Soochow University. (Valid on and after June 15, 2025)
(5)Recommendation letters. Two letters of recommendation (dated after December 1, 2024.) from professors or associate professors shall be submitted including the title and e-mail address of professors or associate professors. These letters shall describe the applicant’s objectives of learning in China, comprehensive abilities, and evaluation of future growth; written only in Chinese or English.
(6)A study plan proposal. A study plan written in Chinese or English shall contain more than 1,000 characters or words; the proposal of a doctoral student shall be signed by the applicant’s Chinese supervisor;
(7)Acceptance letter. Applicant who applies for Doctor Program must provide it. Applicant who apples for Master Program is suggested to provide it. The acceptance letter must be signed by the supervisor and seal by the authorities of corresponding school.
(8)Health certificate within 6 months. Download the 《Foreigner Physical Examination Form》(Certificates issued on or after October 1, 2024 shall be deemed valid ) and go to a regular local hospital to complete the examination. The physical examinations must cover all the items listed in the Foreigner Physical Examination Form. The records must be completed in English or Chinese; incomplete records or those without the signature of the attending physician, the official stamp of the hospital, or a sealed photograph of the applicants are invalid.
(9)Non-criminal record report. The applicant shall submit a valid certificate of Non- Criminal Record issued by the local public security authority, usually issued within 6 months prior to the submission date of the application.
Note: Recent graduates studying in Chinese universities may submit proof of good performance issued by official department of current university.
(10)Letter of financial guarantee. The proof of income of the guarantor, and the proof of saving (at least 5000 USD) of the guarantor.
(11)Other supporting documents. (CSC application form with signature, award certificate, academic paper publication, participation certificate in international conference or volunteer activity, etc.)
Reminder:
Uploaded supporting documents must be clear, authentic and valid. Applicants are recommended to use a professional device to scan the relevant documents. Applicants shall bear the consequences caused by unclear or unidentifiable uploaded materials.
Newcomers will have additional security checks to their documents upon enrollment. The security checks will last three months, any form of forgery to the documents found during the security check will result in the expel of the student, any paid expenses will not be returned.

4. Insurance Fee (must be paid for all students, reimbursement for scholarship receivers): 800 RMB/person/year
Note: 1) Due to the shortage of dormitory resources, campus accommodation will be arranged according to the actual situation.
2) All students are required to purchase their own textbooks and pay for laboratory and equipment fees according to the requirements of each school (department).
